The Oyo State House of Assembly has commenced the legislative process for the proposed upgrade of the Oyo State College of Agriculture and Technology (OYSCATECH), Igboora, into a full-fledged university.

The progression of the institution follows the scaling of first reading at the plenary on Thursday for a Bill titled “A Bill for a Law to Make Provision for the Establishment, Constitution and Functions of the Oyo State University of Agriculture and Technology, Igboora and for Matters Connected Therewith.”

The high-profile legislation is co-sponsored by the Speaker of the House, Rt. Hon. Adebo Ogundoyin (Ibarapa East); Hon. Peter Ojedokun (Ibarapa Central/North); and the Leader of the House, Hon. Sanjo Adedoyin.

Designed to establish a robust legal and institutional framework, the bill will formally outline the constitution, administration, powers, and operational functions of the proposed specialized institution.

The transformative initiative aims to elevate OYSCATECH from its current status, empowering the campus to award degree programmes, drive advanced academic research, and spearhead technological innovation.

Located in the heart of Ibarapa, OYSCATECH has long served as a premier state-owned catalyst for technical manpower development and agricultural training.

Speaking on the development, Speaker Ogundoyin emphasized the critical importance of the legislative milestone for the region.

“The move is particularly significant for Ibarapa, where agriculture remains a major component of our local economy, as the proposed institution would serve as a centre for agricultural education, research, technological innovation and skills development tailored to the needs of the region and the state at large,” Ogundoyin stated.

He added that the establishment of the university will significantly bolster human-capital development in agriculture and technology while expanding higher education access for youths across Oyo State and beyond.
