The House Committee on Aids, Loans and Debt Management has recommended approval for the establishment of a Promissory Note Programme to reimburse the Yobe State Government for the takeover of the Muhammadu Buhari International Cargo Airport, Damaturu, by the Federal Government.
The request, contained in a letter from President Bola Tinubu read on the floor on 13th October 2026, seeks National Assembly’s approval for the sum of One Hundred Billion, Five Hundred and Nine Million, Seventeen Thousand, Two Hundred and Thirty-Four Naira, Fifty-Five Kobo in line with the Debt Management Office Act and the Fiscal Responsibility Act.
In its report signed by Chairman Hon. Abubakar Nalaraba, the Committee said it scrutinized submissions from the Federal Ministries of Finance and Aviation, the Federal Executive Council, Bureau of Public Procurement, and the Yobe State Government.
It found that the Federal Ministry of Aviation inspected the airport and certified it worthy of takeover, the State Government had fully paid the contractors, and the BPP confirmed that due process was followed with a Certificate of No Objection.
The Committee therefore recommended that the House approve the 100.5 billion naira promissory note programme as claimed by Yobe and approved by the Federal Executive Council.
