President Bola Tinubu has transmitted two executive communications to the House of Representatives for consideration.
The first letter sought to forward the Transfer of Convicted Offenders (Enactment and Enforcement) (Amendment) Bill, 2026, seeking to amend the Transfer of Convicted Offenders Act to give effect to agreements between Nigeria and other countries for the transfer of convicted offenders.
It also empowers the President by Order in the Federal Gazette to apply the Act to any such country, including non-Commonwealth countries.
The second letter, through the Secretary to the Government of the Federation, Senator George Akume, is requested approval for the establishment and expansion of the Federal Government Promissory Note Programme for settlement of verified outstanding liabilities amounting to Two Hundred and Sixty-Nine Billion Naira.
The letter stated that the Programme is intended to provide a transparent framework for settling verified contractual and project-related commitments, mitigating further interest and penalties, and authorising the Minister of Finance and Debt Management Office to implement.
He says the urgent approval would facilitate orderly settlement without immediate cash-flow burden and strengthen confidence in government obligations.
